Overseas Services & Solutions
Generics into the reimbursement lists of developing countries, innovative drugs into the reimbursement systems of developed countries — using SDG indicator language to translate commercial requests into the goals of overseas governments.
We deliver not just reports, but the outcome of "getting reimbursed": Qiyang takes on the links of the overseas chain — from evidence generation, registration and reimbursement access to negotiation and commercial promotion — and coordinates them as a whole. Traditional consultancies usually deliver only an HTA report, and the pharma company is still left without an on-the-ground team to execute negotiation and promotion — precisely the main reason overseas-expansion consulting failed in the past. Qiyang makes the full chain genuinely work end-to-end, and aligns its interests with clients through "pay for results".
🧬 Evidence generation
Three-tier evidence (pharmacopeia / policy / literature) + health-economic modelling (CEA/BIA), produced efficiently with AI.
🛂 Registration & access
Target-country registration filing and market-access pathway design, aligned with national regulatory and HTA review requirements.
🏥 Reimbursement negotiation & promotion
Reimbursement-list review, price negotiation and on-the-ground commercialization — all the way to "the medicine actually sells".

Partnership Model: Low Upfront Cost + Pay for Results
The pharma company keeps product ownership; Qiyang shares based on sales — revenue comes from "the medicine actually selling". Models can be flexibly combined by market and need.
| Model | Applies to | Fee structure | Services covered |
|---|---|---|---|
| HTA-focused Single-point module | General / Africa | Fixed fee US$140,000 US$50,000 + 10% of sales | Localized CEA/BIA modelling, HTA dossier preparation, expert review & defense response |
| Full-process End-to-end | South Africa (baseline) | Fixed fee US$1.24M US$410,000 + 15% of sales | Full-chain execution of registration, access, negotiation, academic promotion and formulary maintenance |
| Saudi special HTA + registration + bidding | Saudi Arabia | US$300,000 / year US$100,000 + 10% of sales | Localized CEA model, registration support, bid documents, government-relations liaison |
| Saudi full-process End-to-end | Saudi Arabia | US$900,000 / year US$300,000 + 12% of sales | Registration, access, bidding, medical promotion, private-insurance access, KOL management and day-to-day operations |
| Flagship Phased resale | General | US$50,000 deposit + 60% of sales revenue | Full-chain execution; the pharma company keeps product ownership and 40% of ex-factory supply revenue |
Basis note: the general/Africa models are based on the business plan; the Saudi models are bespoke quotes — quotes reasonably differ across markets owing to differences in payer structure, access timelines and competitive landscape. Phased resale is Qiyang's flagship model; the 60% share corresponds to Qiyang bearing all access and commercialization risk.
Phased rights-sale strategy: sell part of the rights after successful M1 local registration (covering the first 1–3 years of cash flow and bringing local distributors into deep participation); sell or hold after M2 inclusion in the reimbursement list (uncertainty removed, higher valuation). Two time points rather than one — the pharma company retains product ownership throughout.
